I know there are some people here at BF that do design work.  I'm not sure how much flexibility Blogger has but WP has quite a few templates and with a few coding changes you can customize layout, colors and headers. 

I use WP for my blog but I upload my website.  When you upload a website you can change just about anything to suit you. 

You could hire someone to just create a header too since that to me is what first catches my eye and you see it on every page. 

Maybe someone here is a blogger expert who can give tips on how to change things. :)
