Does charity begin at home? Should we be more balanced in our giving?

I'm not talking government here, I'm talking personally. I'm a firm believer that we should help those around us and then branch out to our state, country, and world. My problem is that many people are at one extreme or the other. Either we help others around us and forget those in poverty around the world, or we give to world charities and turn a blind eye to those around us. What do you all think? How do you balance your giving? Do you give at all? Just wondering.
